A flaw in the ointment

It is a common misconception that the Rights of Light Act 1959, is about Rights of Light — common, and forgivable, but wrong. That doesn't matter very much, but what does matter is that it doesn't seem to be doing at least part of half of what it sets out to do. That it isn't doing the other half at all doesn't matter either, because it only ever was a temporary measure, the period for which has now expired. But the other bit does matter, and wants looking into carefully. You may by now be confused, so I will deal with die Act's provisions briefly and then explain what I think is going wrong.
