St Alban’s Magistrates Court has fined a Hertfordshire builder £6,000 after he failed to exercise proper care over where his waste was going. The fly-tipper broke into premises in St Albans before dumping the waste in a car park. The builder was also ordered to pay the Environment Agency’s full costs of over £1,100. The fly-tipper was not traced.
