The 2012 Annual Progress Report by the Committee on Climate Change (CCC) has revealed that the rate of progress on reducing emissions in the UK is only a quarter of what is required to meet future carbon budgets. The report outlines that only 0.8 per cent of the 7 per cent fall in greenhouse gas emissions (GHGs)in 2011 was due to the implementation of “proactive carbon lowering measures” and cites a combination of mild weather, rising fuel prices,falling incomes and transitory factors in power generation as attributing factors to the majority of the fall. The report identifies a number of key challenges facing the UK in its bid to reduce emissions, and echoes the findings of previous reports which have stated that a “step change” in the scale and pace of climate change action in the UK was needed to keep carbon budget targets on track.
