The publishers of the International Journal of Energy Sector Management (IJESM) wish to retract the article “Construction of China’s nominal energy condition index” by Caiquan Bai, Yiqing He, Decai Zhou, Yi Zhang and Zhengyi Jiang which was published in Vol. 9, No. 3, 2015. It has come to our attention that a large proportion of this article holds similarity to the article “Construction of China’s Energy Condition Index” by Decai Zhou, Yiqing He and Mengyuan Huang which was published in Advanced Materials Research, Vols 805-806, 2013. The five co-authors all contributed to the manuscript and all agreed to submit to IJESM. Decai Zhou privately submitted a similar version of the manuscript to Advanced Materials Research whilst the submission was undergoing review in IJESM. The co-authors Caiquan Bai, Yiqing He, Yi Zhang and Zhengyi Jiang were unaware of Decai Zhou’s duplicate submission. Decai Zhou has accepted full responsibility. The submission guidelines for IJESM make it clear that articles must be original and must not infringe on any existing copyright. The publishers of the journal sincerely apologize to the readers and the original authors.
