The purpose of this study is to analyze the role of each element of the innovation ecosystem in industrial development so that it can strengthen the supply chain and local content of the organic Rankine cycle (ORC) turbine industry. The innovation ecosystem analysis is used to determine which elements of the ecosystem need to be improved to support the development of the modular ORC turbine industry.
This research uses a qualitative approach, detailing the elements and their roles within S. Kuhlmann and E. Arnold’s national innovation system framework. An analysis of the national innovation system was carried out to determine which parts of the ORC turbine industry ecosystem should be enhanced to create an environment that promotes the growth of the modular ORC turbine industry.
Several elements of the innovation ecosystem have not yet played an active role in the development of the ORC turbine industry. Developing the ORC turbine industry in Indonesia requires a strong ecosystem. There is still a high dependency on the government for its development through waste-to-energy projects, funding schemes and research collaboration. Testing and standardization centers must be established to ensure that local products meet international standards.
There has never been any research that uses a national innovation system strategy to identify the actors whose roles need to be enhanced in developing the ORC turbine industry.
