The Secretary of State for Social Services, in exercise of the powers conferred by section 17(1) of the Ministry of Social Security Act 1966, section 2(6) and (9) of, and paragraph 1(3) of Part I of Schedule 1 to, the Social Security Act 1971, and of all other powers enabling him in that behalf, hereby makes the following regulations:—
