The Secretary of State for Social Services, in exercise of powers conferred by sections 10(1), 20(1), 22(4), and 48(1) of the National Insurance Act 1965 and now vested in her, and of all other powers enabling her in that behalf, and in conjunction with the Treasury so far as relates to matters with regard to which the Treasury have so directed, hereby makes the following regulations, which are made in consequence of the Employment and Training Act 1973 and which accordingly by virtue of section 14(1) of and paragraph 7(3) of Schedule 3 to that Act are exempt from the requirements of sections 107 and 108 of the said Act of 1965 (which relate respectively to the Parliamentary control of regulations and reference to the National Insurance Advisory Committee):—
