At the Annual Conference of the Manpower Society in 1978 I presented a paper on “Manpower Policies for the 1980s”, which contained a summary of future trends in the British labour market. My own analysis was included: it stated that the numbers seeking work could exceed the number of job opportunities throughout the 1980s — and by a substantial margin.
