Purpose

Displaced populations often face significant challenges in accessing health care, including financial hardship, legal constraints and limited service availability. In response to these challenges, targeted health insurance schemes offer a potential pathway to improving health equity and supporting social integration. This study aims to examine the effectiveness of a health insurance programme implemented by the International Federation of Red Cross and Red Crescent Societies (IFRC), in collaboration with the Georgia Red Cross Society, in enhancing health-care access for displaced Ukrainians in Georgia.

Design/methodology/approach

Using a medical insurance model, the authors evaluated implementation reports, post-monitoring results and beneficiary satisfaction surveys from a health services programme for 254 displaced Ukrainians in Georgia, supported by the IFRC.

Findings

The insurance programme facilitated timely and equitable access to health care for displaced Ukrainians, with all beneficiaries (100%) expressing satisfaction. Moreover, the programme significantly improved their sense of security, with 71% reporting increased dignity and autonomy in managing their health. Social adaptation sessions further contributed to the integration and well-being of beneficiaries. Nonetheless, certain challenges persisted, including out-of-pocket expenses and language barriers.

Originality/value

This study emphasises the importance of tailored insurance solutions for displaced populations and highlights the need for comprehensive, long-term policy frameworks to ensure sustainable and equitable health-care access. Future initiatives should prioritise improved outreach, broader service coverage and enhanced cross-sector collaboration to support the health-care rights of displaced communities.
