The difficulties of persuading all our industries to increase productivity must not be underestimated. It is common ground that these difficulties and problems will be enhanced if they are left to the mercy of the empiricist or the bungler. The nation, moreover, will be the loser. To achieve maximum increases in productivity without leaving a welter of human, emotional problems in their wake, a flood of trained, enlightened specialists is needed. These are not forthcoming.
