THE DECISION to build a lubricating oil plant at Gulf's Europoort refinery was a natural step following the successful build‐up of Gulf lube oil markets in Europe. Indeed, Gulf began its operations in Europe some 40 years ago as a marketer of industrial lubricants and fuel oils.
