CONTRARY TO WHAT many people imagine, I don't foresee the Industrial Relations Bill causing any great upheavals; in fact, I see it falling into disuse. You cannot effectively introduce legislation which does not have majority support. Perhaps at a later date, when industrial relations have improved, there could be laws to bring a minority of persistent troublemakers into line, but the present proposals are wholly impractical.
