ENCATC Cultural Policy Research Award/Mark Schuster Award
ENCATC Cultural Policy Research Award/Mark Schuster Award took place last October in Helsinki, Finland, under the auspices of the 5th Young Cultural Policy Researchers Forum and the ENCATC 2011 Annual Conference: “Culture Forecast”. With the project proposal entitled “Cultural Policy Frameworks (Re)constructing National and Supranational Identities: Balkans and European Union” Aleksandar Brkić (Serbian, aged 31, University of Arts in Belgrade) won. The first Mark Schuster Prize was awarded to Thomas Perrin(France) from PACTE-Grenoble University and IUEE-Barcelona. Other finalists were: Caitriona Noonan (Irish; University of Glamorgan, UK), Ana Rita Pereira Roders (Portuguese; Eindhoven University of Technology, The Netherlands), Laura Pierantoni (Italian; Polytechnic of Milan, Italy), and Arne Saeys (Belgian;University of Southampton, UK). In addition also the ENCATC Online Journal of Cultural Management and Policy has been launched.
Master in Design Studies (MDesS) – Critical and Strategic Conservation(C&SC)
Master in Design Studies (MDesS) – Critical and Strategic Conservation(C&SC) is a postprofessional non-studio degree program designed to enable students with specialized interests to pursue advanced studies in the field of conservation. Critical and Strategic Conservation is one of the new concentrations in the Master program, at the Graduate School of Design Harvard University, USA.
C&SC uses the techniques and procedures of design to extend the social,economic and cultural usefulness of buildings, landscapes and cities. It is related to historic preservation and shares that practice’s concerns for the built environment, however C&CS is distinct insofar as it construes the contexts for analysis very broadly, including the cultural histories of a place,and attempts to consider a wide range of possible strategies for intervention.
The environmental value of building reuse
Recent research by the Preservation Green Lab of the National Trust for Historic Preservation shows the potential environmental benefit of building reuse: it is good for the economy, the community and the environment. The study called “The greenest building: quantifying the environmental value of building reuse” utilizes a life cycle analysis (LCA) methodology. It concludes that, when comparing buildings of equivalent size and function,building reuse almost always offers environmental savings over demolition and new construction. For example, research shows that it can take between up to 80 years for a new energy efficient building to overcome, through efficient operations, the climate change impacts created by its construction.

New members on the World Heritage Committee, UNESCO France
On the first day of the 18th General Assembly of States Parties to the World Heritage Convention nine new members were elected to the UNESCO World Heritage Committee.
The new members were Algeria, Colombia, Germany, India, Japan, Malaysia,Qatar, Senegal and Serbia. Each country will serve a mandate of four years,starting on 11 November 2011. The former members were: Australia, Bahrain,Barbados, Brazil, China, Egypt, Jordan, Nigeria, and Sweden. The 21-member World Heritage Committee is responsible for the implementation of the World Heritage Convention and decides which properties are to be inscribed on the World Heritage List. It is also, among other things, responsible to examine the State of Conservation Reports and ask States Parties to take action when properties are not being properly managed.
New Director-General ICCROM & ICCROM Award, November 2011, Rome
During the 27th General Assembly, ICCROM (November 2011) delegates appointed Stefano De Caro (Italy), former Director-General for Antiquities, in the Italian Ministry for Cultural Heritage and Activities as the new Director-General. They also approved the organization’s programme and budget for cultural heritage training activities for the next two years.
Afghanistan, Iraq and the United Arab Emirates were welcomed to the list of Member States; and Herb Stovel was honoured with the prestigious ICCROM Award for his outstanding contribution to the conservation profession. The ICCROM Award is granted to individuals who have made a significant contribution to the development of the institution, and who have special merit in the field of conservation, protection and restoration of cultural heritage.

The Australian Heritage Partnership
Three major organisations concerned for Australia’s natural and cultural heritage places have joined forces creating a new alliance, the Australian Heritage Partnership.
The Australian Heritage Partnership, comprising the Australian Council of National Trusts (ACNT), Australia ICOMOS and Federation of Australian Historical Societies (FAHS), has been formed to undertake joint and coordinated advocacy activities to raise the profile Australia’s cultural heritage places. The Memorandum of Understanding was signed last August in Melbourne. With this partnership a proactive “coalition” has been established with other peak heritage bodies, allowing a weightier voice in those areas where they share a common policy and concern.
