The UK Government published its Energy Review in July 20061 and in Annex A the report stated

This statement is a considerable change compared with the position in the 2003 Energy White Paper in which the Government stated that ‘nuclear build might be necessary if the UK is to meet its carbon targets’ but it concluded that the economics at the time made it unattractive.
