I read the paper by McKay (2010) with much interest due to my personal experience in this field and would like to offer the following comments.

One means of setting out a curve was by ‘quarter pinning’. This involved measuring the distance from the intersection of the two straights to the central arc position. Then, from that central point along the chord between the curve tangent and that arc point, offsetting a 1/4 of the initial offset. This could be carried out as many times as necessary.
