The initial stress and density condition leading to flow deformation and the resultant undrained strength of clean and silty sands are examined based on the un-drained triaxial tests. The effective major stress at consolidation σ′1c is found to serve as a primary parameter in defining a series of characteristic state lines and undrained strength ratios. The largest possible undrained strength ratio Sus/σ′1c under flow deformation was found not to differ largely among soils, though the range of such initial density conditions differs. The estimation of undrained strength would therefore be practically useful in determining the occurrence of flow deformation.
