Paul Henry O’Neill was born in St. Louis, Missouri, on December 4, 1935, and he currently resides in Pittsburgh, Pennsylvania. O’Neill started his career in public service as a computer systems analyst in 1961. From 1974 to 1977, he served as deputy director at the Office of Management and Budget (OMB). O’Neill assumed an executive position in the private sector at International Paper in New York City as Vice President of the company from 1977 to 1985 and President from 1985 to 1987.
