A need for a comprehensive health financing strategy in Pakistan: an analysis of key health financing issues Available to Purchase

Dr Mohsin Raza Khan is a health financing Specialist with decade of professional experience. He earned his doctorate in 2018 from Bahria University Islamabad with a major in finance. He has developed National health financing framework for Pakistan in 2023. Previously he was working as National Health Financing consultant with The World Bank to assess health security financing arrangements and flow of funds, focusing on 10 priority JEE technical areas identified by the Government. He has also done the assessment of Baluchistan Revenue Potential and has devised a Revenue Mobilization Strategy for the province. He has vast knowledge of health finance, public finance, and finances for non-government organization as he has served as Finance manager for British Embassy in the consortium of The Department for International Development (DFID) and Foreign and Commonwealth Office (FCO). As a self-starter he has designed and implemented the Financial Management policy and rules for the Ministry of Health for the donor funded grant. As a researcher he has published couple of paper on the impact of economic indicators and the economy of Pakistan.

Dr Muhammad Arsalan Nazir is a Lecturer/Assistant Professor in Entrepreneurship at the University of Greenwich Business School, Executive Business Centre, London, UK where he teaches and researches entrepreneurship and innovation in small and medium-sized enterprises (SMEs). Dr Nazir holds a PhD in Business Studies with a specialization in (Entrepreneurship and Innovation in Small Business Management) from the University of Teesside Business School, UK. He also holds an MBA in General Management from Cardiff Metropolitan University - Cardiff School of Management and a Master of Science (MSc) in Marketing and Business Management from the University of Bedfordshire School of Business, UK. He has over eight years of academic and industrial experience in management, marketing and business development, working in both developed and emerging economies. Dr Nazir’s research focuses on the development of entrepreneurship, innovation, entrepreneurial finance and marketing and business capabilities in developing countries, particularly in South Asia. He has published several articles in leading international journals and presented papers at international conferences and collaborated with leading researchers and institutions in the region. He is also a member of the British Academy of Management, United Kingdom.

Dr Sabeen Afzal is a medical doctor having post-graduation and fellowship in public health. She has been working in the Ministry of Health for the past 20 years and has held many key positions and portfolios at the Ministry of Health including Medical Education and Regulations, Public Health, Nutrition, Maternal Neonatal and Child Health, International Health Regulations (IHR) and Health Systems. She was team lead in developing various proposals and planning documents. She was instrumental in developing National Health Vision Pakistan 2016–25, Pakistan Human Resource for Health Vision 2018–30, National Digital Health framework, generic UHC benefit package for Pakistan, Health Security Financing Assessment, National Risk Communication Framework etc. Presently, she is involved in enhancing the alignment, harmonization and coordination for various governmental initiatives, including Universal Health Coverage (EPHS), International Health Regulations, SDGs etc.

She received Letters of Appreciation for Outstanding Service for developing Pakistan Human Resources for Health Vision from Federal Secretary, Ministry of National Health Services, Regulations and Coordination and for Dedication, Commitment and Hard Work displayed during 100 Days of Nation’s Resolve against the COVID-19 from Federal Minister for Planning, Development, Reforms and Special Initiatives., Chair, National Command and Operation Center.
