This paper presents a rational theory for the prediction of the steel quantities required for a fully or partially balanced failure of a prestressed concrete beam of rectangular section subjected to combined bending and torsion. The theory is based on the general theory given in an earlier paper. An interaction diagram is presented which shows the steel strains at failure as a function of the steel quantities. The influence of some parameters upon the steel quantities required for a fully balanced failure is also examined.
