A new cementitious material was developed through a laboratory study using waste fly ashes and silica fume. The applied mechano-chemical activation by gypsum-aided grinding was found to modify the physical and rheological properties of fly ashes. The ternary blending of fly ashes and silica fume was found to achieve a synergistic oxide component and the intra constituent sensitivity within the blend was also revealed. The progressive formation of hydration products within the blend was identified and their microstructural characteristics were analysed.
