This paper focuses on the use of computer simulation to model harbour operations at the Port of Dover. The objective was to determine the maximum acceptable number of ferry movements in the manoeuvring area off the Eastern Docks. A three-stage methodology was used for the development of the model to ensure the success of the project. During the first stage, port operations data were closely studied to isolate normal operations under ideal conditions from the more uncommon operations and incidents. The second stage of the work involved a manual simulation exercise that provided an opportunity to initiate a discussion between the ferry operators. This further served as a validation exercise for the data gathered during the previous stage. Finally, a computer model of the Eastern Docks was built using Arena simulation software to mimic the ferry movements. The simulation model was then used as a research tool to observe and quantify the effects of variations to the port operational practices and traffic levels. The scope of the work also included the consideration of external factors such as marginal or limiting weather conditions.
