This briefing article describes the contract and management strategy adopted to encourage international contractors to participate in the US$16 billion Taiwan High Speed Rail Project, which opened for revenue service in January 2007. The paper concentrates on the civil works for the project, which consisted of 345 km of tunnels, elevated viaducts/bridges and embankment.
