Emergency and urgent engineering work is becoming increasingly necessary to recover from or to avoid and control natural and man-made disasters, as shown by recent events in Europe, the USA and developing countries. This paper considers the general question of what is meant when engineering work is defined as an ‘emergency’ or ‘urgent’ and what may be the special implications for the planning and management of such projects.
