If a local authority engineer is to meet the principles of the Royal Charter of 1828, and the Government's social inclusion agenda, he or she can only do so by direct involvement of the community affected. This paper looks first at the mistakes of the past, and moves on to discuss how the new local authority consultation schemes can address these problems. By taking the residents of the community with them, municipal engineers can not only achieve the best solutions for community schemes, but also improve the standing of the engineer in society.
