Governance is the process through which good ideas are transformed into practice. It is an important issue for municipal engineers because to create and manage infrastructure community support must be won, organisational approval obtained, funding streams secured and contractual relationships put in place. For all of this to happen the municipal professional has to be confident that appropriate governance structures are in place to regulate and manage all of these processes.

A popular dictionary minimally defines Governance as ‘noun, the action or manner of governing’. However, the UK Government web site lists 27 different definitions and a further 10 headings...
