The European codes of practice for the design of structures have no precedent. The complex task of creating and implementing a replacement for national codes has taken far longer than anyone foresaw. This account of the process is based on involvement with one code, EN 1994, throughout its history and on interactions with work on the four other codes, ENs 1990 to 1993, required for buildings and bridges of concrete, steel or composite construction. The conclusions have relevance to the planning and management of future work of this type.
