This paper describes aspects of domain ontology, with graphic illustrations, using fractals, for the area of the organisation of urban land management. The project describes new information technologies, resources and tools available for the development of an intelligent management system, and proposes a model containing features to manipulate the ontology and aimed at improving managerial decision-making. It also enables the formation of hypotheses based on the results within a scenario monitored by the administration of urban land management, from design to execution of the work, including investments into infrastructure with a focus on urban sewage systems. It is equipped with the artificial intelligence resources that enable self-learning to incorporate formal and empirical knowledge, indicating procedure corrections, focusing on innovation, quality, competence management, sustainability, cost reduction and the end result.
