Prepared for the Lecture Notes in Computer Science, Vol. 4904 by S. Rao of the International Institute of Information Technology, Bangalore, India. It contains full and short papers given at the 9th International Conference,ICDCN 2008, held 5-8 January 2008 in Kolkata, India. We are told that some 30 of the full papers presented at the conference have been revised for this publication and that some 27 short papers have also been reviewed for inclusion in the text. The publishers have arranged for these papers to be selected from the 185 submissions and they have been presented together with the three “keynote”talks and the invited lecture that was delivered at the event. As with all publications of proceedings the effectiveness of the contents to reflect the level of the proceedings depends not only on the peer-reviewing system employed but the careful selection of conference papers to make readable and organised chapters. These published contributions have been arranged in topical sections based on agreement protocols.
