The 14th International Congress of Cybernetics and Systems of the World Organisation of Systems and Cybernetics was held in Wroclaw, Poland in September 2008. The event was hosted by the Institute of Information Science and Engineering at the Wroclaw University of Technology.

Full reports of the congress were published in Kyberentes Vol. 38 Nos 1/2, 2009, pp. 257-70.

We are indebted to Professor Jerzy Józefczyk for accepting our invitation to be the Guest Editor of this special double issue that is devoted to the congress proceedings. In compiling this issue, he has carefully selected contributions that span the whole range of the conference presentations. The invited authors were asked to extend and update their papers and so reflect the interaction and reception accorded to them by congress participants. This has resulted in this publication which surely makes an important contribution to research and development in systems and cybernetics.

Our thanks and appreciation are given to our guest editor, the many reviewers, and of course, to the authors who have not only contributed to this special double issue, but also to the success of the Wroclaw Congress.
