The Basic Problem The basic problem in any multi division organisation which employs computing resources (defined for this purpose not only as hardware but also the experienced data processing staff teams that support that hardware) is to organise a mechanism for the efficient allocation of those resources among the conflicting needs of the organisation. Such an allocation mechanism must also provide the means for controlling and monitoring the use of the resources themselves. I am defining efficiency in this case not only in terms of profitability to the corporation but also in terms of the perception of the use of computer resources as being efficient by the operating management of the corporation itself.
