In 1967 the Jones Report on the Brain Drain declared that the UK industrial structure was “bad and rigid” and pronounced that it should “make a determined effort to project an attractive image of itself to the qualified engineer, technologist or scientist”. Now nearly three years later, nothing has yet been done.
