The seriousness of California′s air quality problems has led to the development of innovative policies to tackle air pollution exemplified by the air quality management plan developed for the Los Angeles basin. Discusses the plan, an important feature of which is the development of low emission vehicles, including the requirement that by 2003, 10 per cent of the vehicles sold in the state must be zero emission vehicles. Attempts are also being made to tighten existing exhaust regulations. Large employers are required to develop trip reduction plans. The effectiveness of these measures is offset by the trend for the number of miles travelled by motorists to outstrip population growth.
