The EC's initial analysis of policy options for promoting renewable energy development after 2020 is being reviewed. A new 2030 renewables target, divided between countries, is likely to stimulate more innovation and pull new technologies onto the market, says the EC. But setting an emissions reduction target for that year to stimulate their development should cost consumers less.

The other options considered are a business-as-usual scenario which would see no new measures introduced for the 2020 period and a single 2030 renewables target that applies throughout the European Union (EU) and is met through a harmonised support scheme.
