A Which? Survey of 1,001 GB members of the general public in February 2011 showed that consumers feel that long-term care is the most important health issue that needs tackling in the UK. In 2009, Which? Produced a the following set of principles for a social care funding system:

• be sustainable in the long-term in order to meet the needs of future as well as current generations;

• be designed to meet the actual care needs of consumers;

• be value for money;

• ensure a genuine pooling/transfer of risk from the individual;

• be easily understood by consumers;

• give consumers choice and control over their long term care funding; and

• promote responsibility industry; government and among individuals.
