The Bullock Report on literacy was, as readers will know, called 'A Language for Life'. Amongst other things it stressed that specialist teachers have a contribution to make to their pupils' development in reading, writing and speaking English. This contribution involves more than the introduction of a specialist vocabulary or agreeing to adhere to the school's policy on spelling mistakes. The Report was concerned with developing practical competencies in reading, writing and spoken English, which every adult needs to function effectively in this country today. The design and implementation of suitable policies were seen to be the responsibility of teachers in all departments, not merely the concern of the English department.
