Food is self‐evidently a vital commodity and its provision should rank with security as the most important concern of governments. Because of its importance governments should attempt to devise a coherent national policy covering all aspects of food production, processing and distribution. However, the food system is complex with many different levels and inputs. As a result, the creation of policies aimed as establishing controls, regulations, or procedures in national food provision will be a difficult task.
