This guideline deals with the emission control at finishing plants for rolls of materials to be coated, varnished, laminated or vapour-coated. Among them are packaging materials for food, pharmaceutical products, industrial bulkgoods and the like, as well as adhesive tapes made of paper, cellulose, plastics or metals. The guideline does not cover emission control measures for the finishing of aluminium or tinplate.

Every stage of the production is described in detail including the accessories of the whole plant and the materials to be finished, the interdependence of the elements and their effect on the conditions of and results on the production procedure. One of the main subjects is the detection and reduction or avoidance of emissions. Apart from that, short advice is given on waste water, liquid waste, noise and other environmental impact from these production plants.

A sophisticated table may be used as a decision basis for suitable waste gas cleaning methods with full details on the pros and cons of each method relating in particular to gaseous emissions. Measurement instructions complete the description of the state-of-the-art. The guideline also includes support in drawing up a mass balance of input and output of VOCs because European plant owners will have to fulfil this task in the near future.
