Following his Heads of States and Governments: A Worldwide Encyclopedia of over 2,300 Leaders, 1945 through 1992, Lentz now carries the story back to 1900, under a slightly less cumbrous title, “to shed some light on the nearly 1,200 leaders who governed their respective nations” during that period. In doing so he attempts “to include all elected, appointed, hereditary, or proclaimed leaders”, defining the difference between a Head of State and a Head of Government in acceptable terms.
