THE Report on Defence 1960 and the Air Estimates 1960–61 have brought to light no major changes in the Government's defence policy. At the same time they paint the picture of a country committed to a policy of preventing war by possession of the nuclear deterrent, and yet uncertain whether to make an expensive and radical change in the method of delivery.
