LAST month saw the presentation to Parliament of the annual Report on Defence, and the Army, Navy and Air Estimates for 1961–62. The defence statement reiterates the Government's intention to press for a satisfactory agreement on general disarmament under effective international control, but the existence of immense military power in the Soviet bloc and the growth of Chinese might necessitate the maintenance of adequate power by the Western allies to discourage aggression.
