This paper is limited to the subject of government statistics, which is far from typical of the problems attached to the preparation and marketing of commercial services. However, the Government Statistical Service is probably the most important single source of primary information and it is vital that the Service be explained. The theme for discussion is to what extent users get the service they expect and to what extent their expectations are too low.
