Mr Brown's very readable resumi sets a firm foundation on which to build this conference.

A prodigious international effort is now required to sustain and increase the momentum already created. Will the present widespread applications of aid produce the desired result before the end of the Decade?

Perhaps consideration should be given to concentrating our available forces on one difficulty at a time? Is there a place at which such effort could be applied?

I agree with Mr Brown's suggestions that some countries would benefit from schemes sufficiently unsophisticated for their people to understand fully. There is little doubt that the management of new or improved systems must be part of the institutional government of the country or particular community so that its maintenance is considered alongside all of the other community priorities.
