The President, on behalf of the Council and Members of the Institution, extended a welcome to the Rt Hon. Sir Keith Joseph, Bt, M.P., Minister of Housing and Local Government. The Symposium, he said, was an extremely important one. Sir Keith, as Minister of Housing and Local Government, now had the responsibility for the conservation of water, but his powers had never been clearly defined. Everyone present knew that new legislation was pending. This legislation would give the Minister much wider and more far-reaching powers. The President was sure that anything that he could say was of little importance compared to what the Minister might wish to say, and without further delay he therefore sked the Minister to open the Symposium.
