Methods for the evaluation of the size of the economical loss generated by pol- lution, soil degradation and destruction were developed on the base of case investigations, summarizing of national and international experience and stated by order of the Minister of Natural Resources and Environmental Protection in 1999.

Economical loss from chemical pollution, degradation and destruction of soil is measured by the total expenses of the rehabilitation of polluted land and its restoration to the previous unpolluted condition (less than the official standard critical limits or equal to the background environment) by necessary and appro- priate methods and measures.
