Closing address

Are the reductions in standards and costs for motorways not outweighed by the reduced life and the disruption caused by re-surfacing? I remember when we had to go back and do the first major re-surfacing of the Ml, and I was called to account by the Minister at the time. We showed him that the cost of the initial construction of that section of the Ml plus the cost of the repair was less than the cost per mile of the current standard of construction. That does not answer the question because, in fact, that did not include the cost of the traffic disruption which arises from major maintenance.
