SYNOPSIS The Big Inquiry is an inquiry concerning a regional or a national interest. Matters of general policy should not be open for discussion at such an inquiry. Matters of policy which are or may be, site specific should be open for discussion at an inquiry. There is no case for altering the structure of the inquiry process but changes within that structure are suggested,
