In the opening of the discussion it was accepted that the uncertainty of the effects of climate change were high and the risks low, while on the other hand protection against such risks may lead to very expensive engineering works. There may therefore be a tendency just to monitor or to do nothing at all about it. Somewhere in the analysis there should be included the cost of the failure occurring. Perhaps there should be an equation which says that low risk or high uncertainty times the cost of the disaster must equal the risk protection costs times some factor. Was this an approach that was used and, if so, what factors were suggested?
