It is now widely accepted that successful Civil Engineering schemes need a significant amount of technician training built into the commissioning package. This will lead to a well trained cadre of technicians who will be responsible for the daily operation of the Water Supply system of a country. Difficulties will arise when these technicians reach their upper promotion limits. Water Authorities will need to pay considerable attention to their welfare if they are to avoid losing these staff.
