In Paper 18 Dr Healey and Mr Wilmshurst discuss the principles governing decisions by water authorities, their governments and the aid agencies in setting tariffs for water and thereby recovering some agreed target fraction of the costs incurred in water supply projects. They state (para. 19) that the functions of metering, billing and revenue collection themselves impose costs which are justified only if they are outweighed by the financial advantages they bring. It might be added that a modern but simple and efficiently operated metering and computer system incidentally provides a valuable data base for the patterns of water consumption on which to base better
