Late changes have been made in the Rules. Among these changes are a revision to the Clause numbering; previously the Clauses had been numbered consecutively as if part of BS 5^00 Part 2. This has now changed and I wonder whether we can assume this to mean that the Rules are to become guidance notes rather than mandatory rules.
I am surprised that some people have interpreted the Paper as implying that I disagree totally with the Rules. This is not the case; I am merely concerned about their possible mandatory nature. Indeed, I greatly welcome guidance and would have found it invaluable in 196l when faced with the similar problem of oscillation of bracing of temporary works in tidal water.
